The figures by Manpower are based on the results of the "Encuesta de Expectativas de Empleo" (Employment Outlook Survey) of 620 companies across the country.
In Latin America, Costa Rica holds the second best outlook for job creation, second only to Brazil.
Manpower says that businesses in Cartago, Heredia and San José plan to hire more workers in the next trimester.
The Manpower survey shows that 30% of the companies in the Old Metropolis (Cartago) plan to expand their workforce, while 28% in Heredia and 24% in San José.
The survey shows that the provinces with not so good an outlook are Guanacaste, Puntarenas and Limón. Manpower did not comment for the province of Alajuela.
